Campaign for a Car-Free Lincoln Park, July 2010 Update

Since posting up a Youtube video about the screwed up parking issue around the Plaza de la Raza in Lincoln Park last week, I've gotten some more information about the situation that I thought others out there in internet land would like to know.

First, the office of the councilman for the area, Ed Reyes, let me know that cars parking inside Lincoln Park (on the lawn, on the walkways, everywhere and anywhere they like, really) is "legal" because ... the City is leasing the right to park a car in the park to the Plaza de la Raza! I don't know what makes me more pissed off now, the cars revving their engines behind me when I walk or ride through the park or the complete abdication of leadership that would end up with a lease to park automobiles in the middle of this beautiful, much needed, park.

This is what Lincoln Park looked like in November of 2008, when parking wasn't "leased" to Plaza de la Raza". Tire tracks and dead lawn. Who was at the bargaining table for that lease? "Yeah, we want more of this!"

Second, there are plans on the table (somewhere) and money already allocated (for lighting) to construct a 1+ acre parking lot beside the Plaza de la Raza. So, the tyranny of the Plaza's car-driving patrons in Lincoln Park is complete: you will now subtract an acre or more of land from a historic park to park your cars. There are already several acres of publicly owned parking stalls ACROSS THE BLOODY STREET. There are already dozens of parking spaces "removed" during peak rush hour on Mission that can be re-instated with a phone call from LADOT's operations division to remove peak hour signs. There are private parking lots two blocks away that sit vacant all day long. Instead of using these resources, instead of doing some actual work with the neighborhood, and protecting our interests, instead of all that we're simply being sold out to help a pet-project of our elected leaders.

Finally, the solutions I propose are not expensive. The solutions I propose are not hard. Here they are:
  1. Work with the DMV to allow Plaza de la Raza patrons to park in the adjacent DMV lot in the early evenings and night time (there is already a private guard on duty at the Plaza de la Raza who can likely handle this work).
  2. Get the LADOT to remove the peak hour parking restrictions on Mission adjacent Lincoln Park.
  3. Install a first-rate bus shelter at the intersection of Lincoln Park and Mission.
  4. Install curb cuts at all crosswalk locations around Lincoln Park (i.e. at the corner of Lincoln Park and Mission).
  5. Repair the severely damaged portions of sidewalk around the park on Mission and Sichel use black top to match the existing sidewalk if you must).
  6. Develop a long-term capital improvement plan for the park AND the area around the park. Work with USC Medical Center's long range planning team (which is planning a massive residential development across Valley Blvd from the park) to make the area include calmer traffic, double the number of signalized pedestrian crossing points, bike paths or bike lanes through or around the park, wider sidewalks, and improved bus shelters.
  7. CLEAN THE PLAYGROUND EQUIPMENT WEEKLY (or I will personally show up at the maintenance shed with an airhorn and wake the sleeping Parks and Rec workers up every hour on the hour). The public has to be fingerprinted and supervised by a Park and Rec staffer (I've been told) to so much as wet-wipe a hand rail in a park.
Whew. Again, I expect nothing but a shrug of the shoulders from the powers that be. The problem is only that I am "passionate" or that I am "upset". No, the problem is that you incompetent cowards have taken it upon yourselves to destroy a local park that we desperately need.

In all honest I have been to the park. The plaza building is the center focus of the park. People park inside because they feel safer. Not just plaza parents that want to provide an after school activity for there children but also parents that take there children to fish or run. I use to walk home every day and I would walk inside the park. I always felt relief the closer I got to the parking lot of plaza. I knew of the security on hand and it made me safe. It was nice to know if something happened there was always someone at the parking lot. I know you want to speak up about the parking lot but the worst part of the park are the gangs that hang around the benches on the opposite side. I drive by every evening and I don't see kids playing, Just a bunch of men smoking and drinking. If you want to beautify the park focus your energy on making the park a gang free place were kids can walk on the sidewalk without being followed or harassed. Im speaking from experience. From someone that walked everyday as a kid going home through the park.

That is a twisted read of the situation.

There are several options to allow Plaza patrons to park their cars near the Plaza without them ruining the park.

That private, unarmed, security guard will still be there kicking people out of the Plaza for wandering in (cars parked nearby or not).

"The worst part about the park" is a whole bunch of stuff. There are poor quality pedestrian crossings, inadequate transit shelters, torn up pavement, narrow sidewalks, and a bunch of people driving around inside the park. You want to add "gang members", fine. I know what i can work to fix, and "gang members" (basically guys that live all around me and are involved in gangs that are 100 years old) is something that has foiled our society's attempts for multiple generations.

Ubray, that is one solid list. Hope the city fixes it before our daughters loose this park space forever.

Anonymous, People don't park in the park because of safety, they park for CONVENIENCE.

Look at any parking lot anywhere. Drivers will break their necks to park as close as they can to the front door. That is one reason handicap tickets are so expensive, drivers can't resist the closest spot. Driving to the gym to run on the treadmill? -Park as close as you can to the front door so you don't have to walk far.

People are selfish. It's human nature. The drivers would rather destroy the park so they can be conveniently close to their destination, than park in designated parking lots or on the street and walk to get there.

Rules and laws exist to help us not be so selfish. But rules, laws and logic are not enforced if the public doesn't care enough to demand action.

Justice for Lincoln Park! Liberate the Lawn!

Ed Reyes has sold the people he is elected to represent out while he's getting national face time on CNN while getting so concerned about the laws of another state. You should totally run for CD1!

The current state of Lincoln Park is very sad and it's only a matter of time till one of those lazy drivers is going to run over a kid or some hobo taking a nap on the grass/dirt. I've seen some of the people who insist on driving through the park and most of them could really use the walk (or any excercise really) from an actual parking space on *gasp* a city street. Just sayin.

I'm wondering why you haven't mentioned how many parks and rec's employee were let go of this year in the city lay offs? Could it be one of many reason's why the park looks neglected? You expect them to be janitors, horticulturalist, parking enforcements, baby sitters, life guards and what ever else is needed when you rub your magic lamp. Lets look at pay scales shall we. Our governor made $212,179.00 plus movie residuals in 2007, starting pay for parks and recs employees happens to be around $17.895.00 a year. It's easy to sit on our high horse and critique our park system with out having an informed opinion. Granted our park isn't as nice as Griffith Park or Elysian Park but our Park is older and has more history, but most importantly it's the park that's closest to our community. Lets look into looking at new ways to increase the quality of life for the 90031 residents instead of just reminding of us of how bad we have it. We already know. It's evident when we leave our community.

The staff that were fired from Lincoln Park for drinking on the job, the staff that have filled their positions, are likely stuck on the bureaucratic promotion train, doing just enough to not stick their necks out and hoping to earn enough to get by.

I'm just one guy, I got fed up and made a short YouTube video, but it makes me very, very, sad (really, I carry it around with me) when I see our park and I go to other cities and see their parks. I can't see why the one I live next to has to be all torn up, when just a year ago it was a little dilapidated, but quiet, peaceful, and green.

Now, the place looks like the dustbowl mixed with CAT advertisement.

If anybody else is interested in doing a "Friends of Lincoln Park", I'm interested in being a part. I've brought out a broom and swept a playground a few times. I felt really out of place, but I'd like to think that others in the community would join in if we got together.

We don't need the city for everything, and I'd like to make sure that the place my kid is playing is as clean and nice as any park in South Pasadena and other, richer, parts of town. I don't see any massive reason why we can't improve things with a little bit of community cleaning and organizing.

They laid of firemen, Librarians, animal services personal, Building and Safety personal, Cultural affairs Dept personal, El Pueblo staff, Zoologist, Emergency management staff, Environmental affairs personal, Neighborhood empowerment personal, Police Department and Parks and Recs departments like Child care services directors, recreation coordinators, historic site curators and recreation facility directors? That all these people where let go as a result of them being alcoholics? That a cop out.

I quit.. I can't does this anymore. I thought this was going to be a forum for debate but obviously your using a a forum for expressing how shitty your life is. You should start posting on Craigslist under rant and rave. Get out of Lincoln Park, move back to South Pasadena. Here is the classic problem with gentrification. Somebody moves into the neighborhood and try's to convert it into their old neighborhood, doesn't understand the history, social economical realities of it's residents and try's to save it for future generation. The only saving the park needs is from ignorant people like you posting negative videos of why their life sucks.. Try filming something a little more up lifting next time!

I don't think you've read what I've written.

I also don't think you're looking to agree with me on anything for some sort of personal reason.

If we held a vote today amongst neighbors about whether or not we should allow 40 to 60 cars to park in the park on a regular basis, I am sure that the vast majority would vote "No".

I guess we know how you'd mark your ballot.
